			<content:encoded><![CDATA[<p>Corruption. A common practice in Haiti. This has become a label for the country internationally. Always the last places in the reports of Transparency International. The new CEO of the unit fight against corruption has the objective to turn the tide. For starters, he wants to place Haiti among the least corrupt countries in the region. Then he hopes to increase from 1.8 to 4.5 in the index of corruption perception. A dream for this ex-colonel of the Armed Forces of Haiti (FAD&#8217;H).<br />

After two weeks at the head of the ULCC, Antoine Atouriste continued his rounds of observation. &#8220;We continue to better understand the structure and records. It is an institution very well structured, &#8220;suggests there while paying tribute to his predecessor, Amos Durosiers,&#8221; who performed a professional job. &#8220;</p>
<p>Given the level of work involved in the ULCC, the resources available are insufficient. The 36 million bottles of the institution&#8217;s annual budget does not allow it to fulfill its functions. <p>Declaration of assets: 27.5% of government-Martelly Conille did</p>
<p>The law of February 18, 2008 requires all senior civil servants to declare their assets within a month of taking office and 30 days after the end of their term. &#8220;The President and Prime Minister Martelly Conille have done,&#8221; said the former senior FAD&#8217;H. However, many ministers and secretaries of state have not yet subscribed to this requirement. In total, 27.5% of the resigning government declared their assets. This is well below the average and Antoine Atouriste acknowledged.</p>
<p>Upon arrival at the head of the ULCC, Antoine Atouriste had already sent a letter to concerned for this purpose. If they do not listen, they will be punished according to law, he threatens. Even resigning, the members of that government must respect the law on declaration of assets.</p>
<p>The record of Michele D. Pierre-Louis still under consideration</p>

<p>There are no records regarding former President Jean-Bertrand Aristide to study the ULCC currently. &#8220;All I can say is that these are cases predate the creation of the ULCC,&#8221; said the colonel, pointing out that his institution has never been affected in one case with respect to the head of Lavalas. There is not only the ULCC which is a government entity dealing with corruption. There is also the Superior Court of Auditors and Administrative Disputes, the UCREF, the General Inspectorate of Finance, highlights the degree in economics.</p>
<p>Since its inception in September 2004, the ULCC has already sent to the various floors of the country twenty cases on which she worked. A hundred more are under investigation. Next week, the new boss of the ULCC meeting with the Chief Public Prosecutor of Port-au-Prince about the backlog.</p>

			<content:encoded><![CDATA[<p>The U.S. Agency for International Development (USAID), together with the Pan American Development Foundation (PADF), conducted, Wednesday, February 29, 2012 at Le Troquet in Saint-Marc, the official launch of the new LEAD program (&#8221; Leveraging effective implementation of Direct Investments &#8220;in French&#8221; build on the effective implementation of direct investment &#8220;) for supporting and promoting small and medium enterprises (SMEs) in Haiti. LEAD, which is a new four-year project is funded by the U.S. to the tune of $ 12 million and implemented by PADF in what he calls the economic corridor consists of areas of Port-au-Prince, Saint-Marc and Cap-Haitien.<span id="more-2068"></span></p>
<p>This program aims, among others, to invest in SMEs in the three areas of intervention, to make available information on investment opportunities in Haiti and the Haitian diaspora to encourage through direct investment and philanthropy. LEAD also aims to involve U.S. investors and others and the Haitian diaspora in order to develop SMEs in Haiti and to increase the impact of remittances. The program will take into account SMEs&#8217; greatest potential to create jobs in the country, such as construction, tourism, agribusiness, technology, storage and alternative energy. By 2015, the LEAD plans to create over 13,000 new jobs in the SME sector, while encouraging the participation of women and persons with disabilities in economic life.</p>
<p>By participating in the program&#8217;s inception, the U.S. ambassador, Kenneth Merten, does not consider this as a new program of assistance to Haiti. &#8220;To grow, Haiti needs more than just support, this country needs investment,&#8221; said the diplomat, supporting the importance of such a project for Haiti, as small and medium enterprises are the main engines of the Haitian economy. This new program will allow the press, according to Mr. Merten, expand the government&#8217;s tax base. The ambassador also said that real change and transformation in Haiti can only come from private sector investment. However, the U.S. ambassador acknowledges that limited access to funding limits the ability of SMEs to grow, hence the importance and rationale for this new program.</p>
<p>&#8220;I am optimistic about the future of Haiti,&#8221; hammered Merten, saying, however, hope that the Haitian authorities truly open business in Haiti. The diplomat urged the authorities to act quickly. &#8220;We would like to work with you, but you must act quickly,&#8221; said the diplomat at end of mission in Haiti, saying that if people&#8217;s expectations, the country can switch into a pit.</p>

<p>City hosted the launch of the LEAD program, Saint-Marc, usually the lower Artibonite, is one of three priority areas, according to Ambassador Merten, the U.S. government aid. &#8220;Entrepreneurs of the lower Artibonite are ready to seize these opportunities,&#8221; said the president of the Chamber of Commerce and Industry of the Lower Artibonite, Claude Derenoncourt, but said they did not need baskets. According to Mr. Derenoncourt, contractors of St. Mark who will participate in this program will not disappoint the initiators.</p>

Over the longer term, Haiti needs to create jobs for its young workforce and to build institutional capacity. Haiti&#8217;s economy suffered a severe setback when a 7.0 magnitude earthquake destroyed much of its capital city, Port-au-Prince, and neighboring areas in January 2010. Already the poorest country in the Western Hemisphere with 80% of the population living under the poverty line and 54% in abject poverty, the damage to Port-au-Prince caused the country&#8217;s GDP to contract an estimated 5.1% in 2010. Two-thirds of all Haitians depend on the agricultural sector, mainly small-scale subsistence farming, and remain vulnerable to damage from frequent natural disasters, exacerbated by the country&#8217;s widespread deforestation. US economic engagement under the Haitian Hemispheric Opportunity through Partnership Encouragement (HOPE) Act, passed in December 2006, has boosted apparel exports and investment by providing duty-free access to the US. Congress voted in 2010 to extend the legislation until 2020 under the Haitian Economic Lift Act (HELP); the apparel sector accounts for three-quarters of Haitian exports and nearly one-tenth of GDP. Remittances are the primary source of foreign exchange, equaling nearly 20% of GDP and more than twice the earnings from exports. Haiti suffers from a lack of investment, partly because of limited infrastructure and a lack of security. In 2005, Haiti paid its arrears to the World Bank, paving the way for reengagement with the Bank. Haiti received debt forgiveness for over $1 billion through the Highly-Indebted Poor Country (HIPC) initiative in mis-2009. The remainder of its outstanding external debt was cancelled by donor countries in early 2010 but has since risen to about $400 million. The government relies on formal international economic assistance for fiscal sustainability, with over half of its annual budget coming from outside sources.</div>
